I wouldn't say it is going to be terrible or a washout or anything, but a 40% chance of scattered showers and t-storms means that of 100% of a coverage area only 40% of that area will actually have coverage. Unfortunately, it is almost impossible to say for certain who is going to get those showers and t-storms. :(
